Otto Passman
Otto Ernest Passman was born in Franklinton, Washington Parish, Louisiana on June 27, 1900. He graduated from Baton Rouge High School and from Soule Business College in New Orleans. By 1929, Passman was in Monroe as a distributor of restaurant supplies and electrical appliances and owned Passman Investment Company. During WWII, he served from 1942 until his discharge in 1945 as lieutenant commander. In 1948, he was elected as a representative to the U.S. Congress where he served 30 years. He passed away in 1988.
